West Segment

The West Segment of the project lies between Portland State University and the west abutment of the Portland-Milwaukie Light Rail Bridge.

SW Lincoln in downtown Portland

Construction related to the project is under way along SW Lincoln St. between SW 1st and 4th avenues in downtown Portland with the relocation of utilities. The street will be widened to accommodate light rail, two stations, two-way vehicle traffic, a westbound bicycle lane and two 12-foot-wide sidewalks.

  • Construction will take place from 7 a.m-6 p.m., Monday–Friday. Flaggers will be present to assist with local access, and access to driveways and buildings will be maintained.
  • At 1st and 4th avenues, three crosswalks will be maintained at all times, and pedestrian crossings at either SW 2nd or 3rd avenues will be open at all times.
  • For safety reasons, pedestrian traffic may be moved to one side of the street while work is under way on the other side—watch for signage.
  • One southbound lane will be closed on SW 1st Avenue into March 2012.
  • Work on SW 4th Avenue between the I-405 offramp and SW Lincoln Street will restrict traffic to two lanes between 9 a.m. and 6 p.m.
  • February 13–25, SW Lincoln Street will be restricted to eastbound traffic only between SW 4th and 5th avenues from 7 a.m-5 p.m. Signs will direct westbound traffic onto SW College Street.

 

The Harbor structure

The Harbor structure segment of the project is being built from SW Naito Parkway at Lincoln Street over several roadways in South Waterfront. When completed, it will carry buses and MAX trains between South Waterfront and SW Lincoln Street.   • In general, construction hours will be 7 a.m. to 5 p.m., Monday through Friday.
  • Traffic is reduced on SW Harbor Drive between SW Montgomery Street and River Parkway. At least two lanes will remain open at all times.
  • There will be periodic sidewalk closures on SW Harrison Street between SW Harbor Drive and Naito Parkway. Signage will direct pedestrian traffic to appropriate crosswalks.
  • Truck traffic will increase on SW Naito Parkway south of Harrison Street as crews begin area substructure work in preparation for the new Harbor structure.

East Segment

The East Segment of the project lies between the east abutment of the Portland-Milwaukie Light Rail Bridge and the project terminus at SE Park Avenue. Over the next several months, private utility relocation will take place at several locations throughout the alignment.

SE 17th Avenue

Crews have begun preparations for light rail construction on SE 17th Avenue in Portland. Near Powell Boulevard these activities include:

  • Demolishing buildings purchased for street widening
  • Preparing TriMet property at the southwest corner of 17th and Powell for construction staging
  • Working on underground sewer pipes at the northwest corner of 17th and Powell

During construction some on-street parking spaces may be unavailable. Local access to driveways will be maintained. Future phases will include additional lane closures and possible nighttime work.

 

Portland-Milwaukie Light Rail Bridge

Construction on the Portland-Milwaukie Light Rail Bridge began July 1, 2011, with in-water work. The first phase of construction includes creation of temporary work bridges and the placement of cofferdams around the sites where the bridge tower foundations will be constructed.
